Updated
Short answer

The rules
State law: "Beginning on January 1, 1995, no person may dispose of a waste tire ... in a solid waste disposal facility or burn a waste tire without energy recovery" (Wis. Stat. s. 287.07).
Local options
- Janesville landfill: Janesville residents only, up to 20 tires a day. $8 each for rims under 24 inches, $460 per ton for five or more, and $460 per ton for rims 24 inches and up (city tire page).
- City of Milton: the free monthly bulk pickup through Johns Disposal takes up to two tires a month and eight a year.
- Town of Union: $7 to $45 depending on size at the town center, with an extra fee for rims (fee sheet).
- City of Brodhead: tires are on the list of items its clean-up days will not take.
Hiring it out
If you live outside Janesville, the city landfill will not take your tires, and most bulk programs cap or exclude them. A junk removal crew adds tires to a load, and a stack of tires on its own is priced as a small pickup. Ask for the tire price on the quote, since haulers pay their own disposal fee per tire.
